Is there a difference between the drugs Tramadol AN627 and Tramadol 319?, or are they the same med?

Both seem to have the same inactive ingredients with the exception that the AN627 contains lactose monohydrate & corn starch. The #319 does not contain either of those but does contain lactose anhydrous & silicon dioxide colloidal.(whereas AN627 does not).
