If I'm allergic to sulfer is it safe to use neomycin and polymyxin b sulfates and hydrocortisone ot?

Do you know exactly what type of sulfa allergy you have?
If you have a sulfonamide allergy (the most common) or a sulphite allergy you will be fine to use the drops.
If you have a sulphate allergy (very uncommon) you should not use it without checking with your doctor first.
