I had a 3-injection treatment and experienced no relief. One week after the last injection I called my doctor who advised it could take up to 8 weeks to experience improvement and to call back then if I'm still in pain. Is this normal?

I received my 3rd injection on 8/6/21.
I haven't felt any relief, if anything my pain is worse! My Ortho Dr. told me to be prepared to wait 3-4 weeks after the 3rd injection to start feeling relief.
So now reading your post, your Dr. suggested 8 weeks, I'm realizing that I'm only halfway. I was actually going to call my Dr. this week, but now I'm going to stick it out another 3 1/2 weeks.
My Dr. did say to move around (walking more) which I really try to do as much as I can.

It can take several weeks for the fluid to disperse throughout the joint so you can receive the maximum benefit. It's thick, not thin, so it will work its way around as you move. It's goal is to provide a cushion between the cartilage and the bone. So you will need to give it some time to work its way around. Hopefully not eight weeks, but it will still take some time.
