My daughter is taking valvacyclovix for genital herpes and she takes doses until the outbreak is over, my question is: is the outbreak considered over when the blisters form scabs or when the scabs themselves are gone.

When the scabs are gone, the outbreak is over. Scabs can still carry the disease if they are somehow removed for various reasons.
I'd advise your daughter to always inform sexual partners about her condition before having sex, and to ALWAYS use a condom. And also, to never engage in sex (even WITH a condom) during an outbreak or while scabs are still present.
