you can talk to your doctor first
Usually INR for Warfarin is 2.0-3.0, so it is low. If you are concerned call your pharmacist before talking with your Doctor. If the lab was from the doctors, check with the pharmacy if they might have sent in a new Rx for an increased dose.
Need to call a doctor because you are at higher risk of clotting. When did you get the INR result of 1.1? If you are self testing need to get to a week day schedule. Also does your doctor have a Coumadin clinic they work with? Ask them for guidance if this happens again on a weekend.
That is dangerously normal. What happened?

Maybe call the ER first, and tell them your level. Ask them if you should go in, or wait and call your doctor on Monday.
