Lidocaine is NOT a controlled substance, however, it IS expensive so some insurances will refuse it or will limit the amount they pay for. It is FDA approved for post herpatic neuralgia but some pain physicians use it "off label" for treating other pain conditions and some providers wont pay for it because of this off label use
Its not scheduled, its just a topical anesthetic.
