Can I cut it in half, take 1 half in the morning then the other at night?

everything Ive read about taking meds for high BP says to take it at the same time each day and if you forget don't take it too close to the next regular dose. If your doc wanted you to take half at a time they could have prescribed half the dose in each pill, so I would say don't cut it in half.
