If his precum came into contact with your vaginal mucus, then there is a chance of pregnancy. The sperm could swim up the mucus. I wouldn't expect it would be a huge chance, without penetration, but technically, there would be a possibility. Not every man has sperm in his precum, but of the men that do, they will always have it there, as per the study done a few years ago, by Human Fertility.
It would also depend if you were still ovulating. If you are relying on an app, then they are just an estimate.
Plan B may not have done anything, unfortunately. The only emergency contraceptive pill proven can prevent pregnancy during the 24 hours around ovulation itself, is Ella (Ulipristal Acetate). However, I would not advise using that now that you have used Plan B, as they may cancel each other out. Ella is a relatively new drug, & they are unsure about this, at the moment.
If you want an extra emergency contraceptive, your only option now, would be to have a Paragard IUD fitted by a doctor within 5 days/120 hours of the incident. That could then remain in place as longer term contraception.
It is extremely unlikely that you would be pregnant in this scenario, especially since you used plan B. I doubt you have anything to worry about, but hope you consider using condoms going forward so you don't have to worry like this!
