No it can't.
Yes it can. I was prescribed 40 mg and it made me really sick to my stomach.(Yes I did eat the required amt of calories with it too) Doc told me to take 1/2 and I did and am ok. I've been on it over a year and I still can't take a 40 mg pill without getting sick.
Probably better stated is that is shouldn't be cut. Tablets that aren't scored are not designed to be split in half. What this means is that the active ingredient is not equally distributed through out the tablet. for example if there are 8 chocolate chips in a cookie, cutting it in half does not mean you will get 4 of them.
Latuda comes in a 20 mg tablet, so if your dose is 20mg, that should be tablet you should have prescribed.
