A dentist who is also an MD has prescribed it for me to us on my gum by a tooth where I have some inflamation.

No, fluocinonide cream shouldn't be used on the gum.

I was also told by a MD to put inside my mouth because I have lichen planus.He said that the directions would say do not use orally but that it was ok. Can this effect the liver all? thank you
If it was prescribed by your doctor for that purpose then it's okay.
