I have been taking 7.5mg mirtazapine for anxiety for 7 day's and I haven't noticed any changes. I cry alot and have to take 1 mg Ativan 3 times a day. I still get anxious and thought mirtazapine was supposed to help because it has a sedative effect. Is this normal? And when will I start to feel better?

Several things going on but the main problem is probably that you're on a very low dose to let your metabolism adjust to the medication. Let your doctor know as you may need an increase in the near future. The dose may be too low to even start to relieve your anxiety.
Most people begin to see some improvements in the first two weeks but it can take 4-8 weeks for the drug to reach a therapeutic level. Be patient because anxiety is often slower to respond to this type of medication than depression.
Everyone responds differently and it can take a little time to stabilize on the dosage but in the end you'll likely be very happy with the result.
