I attempted to purchase sterile water and was told I needed a prescription for the purchase to take place.
Is sterile water by prescription only and if so, why? If so is it by federal or state law?

Do you mean injectable or for irrigation? You can make you're own for irrigation by just boiling the water. For injection you'd need a reason for it, like if a dr ordered an antibiotic to be given by shot, but then he'd order the sterile water at that time. If you need sterile water for irrigation for wound care or a foley, generally you'd have a visiting nurse and its up to her to see that all the supplies you need are sent.
I've been hunting around to see if I can find anything about law. All I'm finding is about visiting nurses getting it. I can't find anything that says you need a prescription yourself, but it does make sense that you would. State pharmacy boards make many of the laws for drugs in a state. You could try contacting your state pharmacy board and ask them about it.
