Ok so I gave my partner a hand job and he did ejaculate and afterwards he did get a towel and got it off of him. A little while later we were fooling around again and he put his penis in me without protection so I was just curious wether or not that I could get pregnant from this as there could have been a slim chance of sperm still being on his penis...
Could I be pregnant even if he didn’t finish inside me?

In addition to what Stephen said, even if it was all cleared out, there could be a risk of pre-cum. I would like to believe that this is unlikely and that you probably won’t get pregnant, but you can never be entirely sure about that kind of stuff. If you end up being that nervous about it, get a pregnancy test here soon.

Not just 'on his penis' but still some remaining inside it also. Theoretically this does constitute a risk but it would depend on whether you were fertile at the time (assuming regular periods, what day of your cycle was it; day one being the first day of your period and days 12-15, approximately, for ovulation?)
