Levonorgestrel (the ingredient of Plan B) can be purchased over the counter in Mexico. They may call it Plan B, or it may have another brand name.
However, depending on where a woman is in her menstrual cycle, levonorgestrel may not be the best drug.
If a woman is within her fertile days (ovulation & the 6 (ish) days leading up to ovulation), here in the UK pharmacists give Ella (Ulipristal Acetate), instead. This is because Ella is the only emergency contraceptive pill proven can prevent pregnancy during the 24 hours around ovulation itself. You can see that on the Manufacturer's website. Even Ella is not guaranteed to prevent pregnancy. No hormonal emergency contraception pills are guaranteed to work.
In Mexico you may have to see a doctor if you want Ella (Ulipristal Acetate). I'm not certain.
