Can I cut risperidone 1mg in to quarters?

Do you mean can you split the pill into 4 quarters? It's not a good idea:
"It is only recommended that you split pills in half, not any smaller. The dose per piece is too likely to be uneven and pills may shatter or crumble. Unequal halves. Even scored tablets can be difficult to split into two perfect halves, and medicine is sometimes distributed unevenly within a single tablet."
In other words you can't really know what amount of medicine is in each quarter. You can ask your pharmacist for advice.
If you feel you need to adjust your dosage it should only be done with your doctor's knowledge and supervision.
