Can 40-mg tabs of Benicar be split safely to make a 20-mg dose?

Ideally you shouldn't split it but if you need to then yes it's okay. It doesn't have any extended release coatings, etc. so it'll be okay.
Please use a proper pill cutter ... otherwise it'll be very difficult to get the dose halved correctly.
