They are both ocular (eye) lubricants and used to treat symptoms of "dry eye".
Refresh is available in liquid, ointment, jelly and drops.
Lacri-lube is availabe in ointment only.
The Refresh PM is the ointment form, and is used in the same way as Lacri lube ointment.
They do the same job but have slightly different ingredients.
