I worked as a Certified nursing assistant for decades. I noticed a pattern when in close proximity to residents using inhaled medications I was having the symptoms of side effects to their inhaled medication. In my research found sources that agreed with my observation.
No it won't be harmful. The person getting the second hand inhalation won't be getting much. They'll be okay.
