Why is blood drawn 2 hours after application for Fortesta and approx. 24 hours after application of?

Was on 3 pumps of 1.62 Androgel and now on 3 pumps (30mg) Fortesta. Been on this dosage for 3 months. Now I have low libido. Went to a cardiologist and did stress test and ultra sound to screen out artery problems and he couldn't find anything. I'm in my mid 40s and have been on T gel for 8 years and never prescribed this low of a dose. My total T is in the 900s and free T is slightly high out of range. My gut tells me the answer seems to lie within in the testing times. I would have tested high on Androgel too if I had blood drawn at 2 hours of application. My doc only cares about the numbers and the numbers according to the test time are good. Any advice appreciated
Added 24 April 2013:Remember on Androgel you draw blood in the morning BEFORE application .
