Anxiety - is it normal to crosstaper from a SSRI like fluvoxamine to Effexor?

It's not uncommon to switch classes of antidepressant/anxiolytics if one or the other is not providing an adequate response. For example, if SSRI's are not effective a cross taper to an SNRI like Effexor, which is approved to treat certain anxiety disorders and panic disorder is "normal".
