Clonidine is an older drug and you dont see it used routinely for high B/P much unless a person cannot tolerate other blood pressure meds. Perhaps this was the case with your friend. Forums and info provided on "interactions checkers" etc are good but are no substitute for medical advise from a physician. If his physician has him on this drug, you can be there is a reason behind it.
I take .3 clonidine on a daily basis along with two other meds because my blood pressure is very labile and hard to control but after several changes clonidine was the first drug that gave me a little hope that I may eventually wake up from this nightmare. As far as the drowsiness I take it at night and in an hour I'm sleep then i wake up and take my metoprolol and losartan in the morning and I'm finally seeing progress toward a normal bp
