Why not the abdomen?
The general thought is that it's too close to the genitals and prostate. Some feel that by applying it to the shoulders, and then covering with a tee-shift, the chance of cross-contaimination is reduced. Imagine if you had applied it to your thighs and abdomen, and then had intercourse with your wife. The skin to skin contact would almost certainly pass the drug to her, which is NOT what you want.
