It is safe. Although it is something most people would be concerned about using but in cases of asthma use of inhaled corticosteroids in necessary to keep asthma under control. Is she using it through a spacer? That's probably why she needs two puffs.
Flovent (fluticasone) is a steroid. It prevents the release of substances in the body that cause inflammation. Flovent is used to prevent asthma attacks. It will not treat an asthma attack that has already begun.
