Why is it that opthalmic drugs can use as otic drugs while otic drugs can't use as opthalmic?

Ophthalmic drops are very specifically designed so that it is soothing to the eyes, and that it doesn't cause irritation, etc. It has to be the right pH, extremely sterile (ear drops should be sterile too) otherwise it can damage/irritate the eyes.

Ear drops don't need to designed that specifically... in terms of pH, etc. and so ear drops can't/should not be used in the eyes otherwise it'll cause irritation.
