What is the difference between doxycycline HYC and doxycline USP?

Virtually nothing. USP stands for United States Pharmacopoeia. Doxycycline USP means that the doxycycline conforms to the United States Pharmacopoeia standard. HCl stands for hydrochloride - Doxycycline HCl is the hydrochloride salt of doxycycline. Confused!
