Hey, Hay! A veteriarian can, to some extent, refuse to perform certain procedures such as declawing. Veterinary Technicians and assistants are employees and, as such, must adhere to the doctor's protocols. They should be clear on the doctor's position before they take the position or they can quit the position without prejudice.
We can't have people just willy-nilly making their own rules
