Turmeric is a natural anti-inflammatory and is sometimes prescribed in ayurvedic medicine for pain and arthritis. I'm not sure about hypertension or diabetes, but if you live near a Whole Foods or Earthfare they should be able to tell you.
At any rate, as a food additive it at the very least shouldn't harm you. If you take it as a supplement, make sure you let your doctor know in case it would intact with any prescriptions you have.
Best of luck!
