As far as contraception is concerned, you are protected from pregnancy after seven consecutive days of active pills. As far as regulating your cycle and lightening a heavy flow, this can take several months for this to occur. I would say to give it six months. You will likely start seeing improvement before this but if there is no improvement by six months, it is not likely that there will be.
