Yes, the white tablets are inert (placebo) pills. It's okay not to take them so long as you remember to start the new pack exactly 7 days later. If you don;t then there is bound to be contraceptive failure.
If you have taken the active pills as directed, daily on time, then you are protected even on the days that you take the placebo pills (week 4). So no you shouldn't get pregnant in the 3 days prior to getting your period.
