I was told not to cover fentanal patch with bandaid or tape to make It stay on why not cover patch?

The manufacturer even gives you a piece of tegaderm to cover it. Generally you don't want to cover patches because it can make it get hot and release too much medication. But with fentanyl apparently tegaderm is ok. You can frame any patch with tape if the edges coming up are a problem.
