Tamiflu - if a mother has influenza ,should her newborn be profilaxed?

I would call the childs pediatrician on that. Mom should obviously practice good hand washing and avoid coughing or sneezing around the baby.

If she is breastfeeding, the baby will get antibodies from the breast milk and will be protected this way. Any drugs taken by the mother should be cleared with the babies pediatrician or moms doc before taking them while breastfeeding because many drugs pass into breastmilk. As mentioned, good handwashing practices should be maintained.
