To protect clothes (using it on my legs) My skin Dr. recommended covering them with saran, which also keeps moisture in!
Steroids can increase blood sugar levels. I think in your case you are aggravating the situation by covering up the area you are applying the cream to. If you put the cream on really thinly then you won't need to protect your clothes, as it shouldn't really affect it.
Please let your doctor know about the elevated blood sugars.
