I am pretty sure they are not supposed to do that, I would ask a pharmacist. Some of the suboxone clinics are now only handling the films, the films are very new, so far I have only seen a couple of people talk about them. The condition you say they are in sounds like they were exposed to extreme heat, and dried out, like sat in a warehouse or hot truck. Do they seem to work, are you having any problems on them. I definitely would ask a pharmacist, and the clinic, if that is where you get them.
I also take the films, you should be able to rip/cut them into smaller doses, but not crack. I agree with patti, they sat around too long in a non temp controlled environment. My only complaint with the film strips compaired to the tablets is the permeating taste. They take on the taste of the packaging. Otherwise, I find them a bit stronger since they dissolve better and faster. I like the fact that it's not a bottle of pills I'm reaching for each morning:)
