Yes it can.
Spironolactone is an anti-androgen, which means that it counteracts the effects of male hormones (androgens).
Because of these effects it is frequently used to treat a variety of cosmetic conditions in which androgen hormones play a role, including excessive hair growth, androgenic alopecia (hair loss), acne, and seborrhea (skin rash).
