I had a TBI 2.5 years ago and haven't dove since. We're planning a family trip to Cozumel for Christmas and I want to try to see if I can do it. My doctors all say "sure, do for it", but none of them are divers. My family (which is divers), all say "NO".
I believe your family are looking after you as a panic attack, at even shallow depths, can go from scary to fatal very quickly, likewise a dangerous situation may not alarm you. My suggestion would be get to a diving school; get re-certified and ask for time at greater depth in a diving pool and you you should be good at reef diving depths. Come to grips you have with anything like sharks and such (you are swimming through their domain and home). I can see they are concerned about the TBI, but that should be healed by now.
Now, go for it, with diving, pick a good 'buddy' and I can see no reason why you shouldn't have a whale of a time. Just get the issues under control; a few friendly diving weekends and Christmas should be good.
