This is the rhythm method and there are many catholics out there who are here because that is what their parents used for birth control. No time is safe if you're not using birth control. You cannot be sure when you ovulate and you can't be sure how long the sperm is going to live in you. The only absolutely sure method of birth control is abstinence.
Unless you are a dedicated calendar charter for YEARS (an even then there is an unsure variable since the body has a tendency to change suddenly) there is no perfect way to do the rhythm method. It is not very effective. If it were, there would have been no reason to develop birth control. You may ovulate at different times and sometimes you can ovulate twice in one month.
