Question About Plan B One Step?

So my fiancée and I had an incident on the 19th of this month where the condom broke right before ejaculation. She is on a form of birth control pills and she took the Plan B pill the next day (20th) say around 18 hours after the incident. She was suppose to have her period today (28th), however it didn't come. Is this because she is still under the effect of the Plan B pill or do you know if it's something else?
What birth control is she on? If she's on the birth control pill why did she take plan b?
Plan b causes late periods. If she's on the pill she most likely did not need to take the plan B. All plan B does is delay ovulation. When you're on birth control pills you don't ovulate. It didn't matter that the condom broke because you don't need a condom.
