I do not have insurance or a doctor. I do not want to turn to drugs again but can't get my meds back. The free clinic wont help because I was prescribed narcotics. My doctor quit seeing me because I missed 3 appointments after my daughter drowned. ( I was on digs and didn't have a doctor before my kids.. I found my Dr and stopped using when I found out I was pregnant... justto clear that up.)
I have PTSD, Mania Bipolar, Anxiety disorder, Panic Disorder Depression and I need meds. No insuranc

It sounds like you were using to self medicate. If any doc you chose is worried about your history of drugs then he needs to test you and reassure himself you are off them now. Teaching hospitals have clinics that are sliding scale. Do you qualify for medicaid? To judge someone by past history instead of checking on what they say is current is wrong. People can do better then the history.
I suggest you go to your local (City or County) health department and see what they have available for you. Sometimes there are clinics that can help on a sliding scale basis, as was pointed out. There are other services if you are Hispanic, Native American as well, mostly free services. If you fall into that category, then give your local office a call.
Best of Luck to you
