I don't have much of an understanding of the health care system there, however it seems that a consultant is somewhat like a specialist and you need referrals from your primary. Here tho we can say, no doc I don't want that anymore here is why, etc. What else can we do? But we can see our specialist if we need to, and we can change our primary if they don't give us the care we need. Can you change your primary? And those without an hmo are scratching their heads, because our regular insurance we don't need referrals to see a specialist. I just happen to have an hmo.
