No, mifegyne is not available over the counter in France. You need to see a doctor for a prescription, but doctors should be understanding and nonjudgmental about this, and most will prescribe it. If you cannot speak French fluently, try to find an English-speaking French doctor, or bring a friend or interpreter with you to the appointment.
If you can write in French, that might be enough to communicate with the doctor if he/she speaks only French. They can read your statements and write their advice (if you cannot write with total fluency, ask them to use simple direct language for you).
