I can see from where your issues stem. And, you can come to terms with what happened in the past. For instance, instead of relating death experiences to the initial boating accident and near drowning... remind yourself that you were saved, it isn't still happening and you are in control of how you perceive what is happening. You might benefit from EMDR therapy. The medical term is "Eye Movement Desensitization and Reprocessing". This type of treatment has benefited people who have undergone traumatic events, life altering events, veterans of war, acts of violence... assaults... muggings... shootings - just to name a few.
So, to answer your question... yes, you can feel safe again. Do not allow the events in your life to control your life. You ARE a courageous person who has much to contribute to others. Perhaps this is how you heal, too. You are NOT drowning - you ARE a survivor and you have innate skills and strengths that need tapping into. Just the fact that you posted this question indicates that you already know this is true and may be looking for that confirmation and approval to move forward and onward with this mission.
