They are saying if you're over 165 its iffy, but I haven't figured out that that would work, Is that a 5ft woman at 165 which is basically way heavier then a 5ft 6 woman who is 165. There hasn't been any testing in women over that, is why they say they don't know for sure. I'd say use the 2 step one.
The manufacturer recommends that it is not as effective if you have a BMI over 26, but I have known women over that BMI use it & not become pregnant. Whether that's because they wouldn't have become pregnant in the first place, or it was because the Plan B worked to prevent the pregnancy... who knows.
