Why would a physician tell patient to increase their blood thinner because blood is to thin?

They wouldn't. I suspect it is some type of miscommunication. Thinning blood (increasing the INR (clotting factor/measure) is dangerous as the bleeding risk is too high and surgery is problematic as a result free discount card
