Why paracetamol can not be given I.M?

Mostly because it doesn't come that way. In all the years I've been a nurse and mother, it has never occurred to me to even want to give it that way, so is there a special reason you have?

Acetaminophen (or paracetamol) IS available in IV form now. See:

It is being used postop for pain often in combination with opioids and is shown to control pain better than opioids alone. The pill form cannot be used IV, of course, because of inert ingredients but a liquid for injection is available in the US.

I don't know about you, but I hate to see that happening in the current drug climate. Post op people could end up with nothing but iv tylenol.

Hospitals where I am at are limiting it to 24hrs since there isn't a difference in pain management but the surgeons keep wanting to use it.
