Are pain medications considered behavior modifying medications?

No. But they could be. People don't feel much like being nice when in pain. Lol.

No, but they do have that affect, especially when abused.

As far as I know they are not prescribed for behavior modification. They are prescribed for pain. Eliminating pain can change your behavior.

Pain medication is just what it sounds like, it's for pain.
Many medications are used "off label" so they are not prescribed for their intended use but for other benefits they offer but I don't know of pain medications being used for off label use for behavior, I do think feeling better has the potential to change our behavior.
