Possibly. It can help with pain but it doesnt help with inflammation. Arthritis is an inflammatory condition so the inflammation needs to be treated with anti-inflammatory drugs. Generally once the inflammation has ceased, the pain goes away so anti-inflammatory drugs are a better option in this case.
