If Neovac and Neopar arrive and are not cold (the ice packs melt) is it still OK to use?

I cannot say for sure and would ask a pharmacist but: "Do not use Neosar if it contains particles, is cloudy or discolored, or if the vial is cracked or damaged." source drugs.com.

I presume that if it appears okay it probably is but that is a total guess.
