You didn't say how long ago it happened.
If it's within the last 1-2 days you should put on on it, rest and elevate your leg.
NSAIDS (non-steroidal anti-inflammatories) like Motrin or Aleve would be best for swelling and pain. Don't take on empty stomach and only if you have not had any allergies to that class of Meds.
Surgery is only something you can answer. How much pain are you willing to tolerate and knowing there are no guarantees.
Keep in mind that those tootsies support the whole weight of our bodies.
You may start having hip and lower back pain if you have to walk on the side of your foot indefinitely .
It would be a good idea to see your doctor to make sure you didn't break or rip anything down there.
