Itchy, dry skin is a common side effect of this medication. I recommend some lotion or cream for the affected areas. Ice water may alleviate the pain temporarily but a good thick lotion will probably do more. To read more about the side effects go to: https://www.drugs.com/sfx/xeloda-side-effects.html
As far as how long she may have to take this medication depends on the type of cancer she has.
I been on Xeloda since Sept 2011, and have to tell you it varies with each individual. I have what they call hand and foot syndrome and keeping these area moisturized and warm helps me out. I can eat what I had previously eaten it just the change in my taste buds that I can tolerate. Whenever I drink something I use a straw that seems to help too! Good Luck!
