I have never seen a medication with such unclear instructions. If it is, perhaps, worded as "Take one two-three TIMES daily" then I would say it means to take one tablet 2 or 3 times a day, as you need it. But definitely no more than 3 times daily. However, I can't be sure without seeing the exact instructions.
I took it to mean: Take one to 2 tablets (as needed), three times a day.
The another alternative might be: Take one to three daily (as needed) Somehow this second one doesn't seem remotely right.
If you told us the drug name, we could tell you the recommended dosing for your medication.
